Study on Changes of China's New Safety Production Policy with Time

我国的经济在经历了计划经济、公有制为主体多种所有制并存的经济和社会主义市场经济的同时,安全指导方针也历经了三次重要的变化。先是由"生产必须安全,安全为了生产"到"安全第一,预防为主";再从"安全第一,预防为主"到"安全第一,预防为主,综合治理"。这些变化不只是字面中的变化,还凸显了我国的安全指导方针的层层推进,也为我国国民经济的发展起到了重要的指导作用。

China＇ s economy has experienced the planned economy, the public ownership as the main body of the coexistence of multiple ownership economy and the socialist market economy, meanwhile, the safety guide- lines have gone through three important changes, from ＂Safety is needed for operation, and operation must be safe too＂ to ＂Safety first and precaution crucial＂ then to ＂Safety first, precaution crucial and comprehensive treatment＂. Those changes is not just literal, but highlighting the gradual progression of our security guide- lines, which plays an important guiding role in economic development.
