以法促德——以德治国与依法治国的结合点之一

Promoting morals with laws——One of integrating points of administering a country both with morals and by laws

法律和道德作为上层建筑的组成部分,都是维护社会秩序、规范人们思想和行为的重要手段,它们相互联系、相互补充、相互促进。以法促德的必要性在于,道德建设需要法律的引导和支撑;以法促德的可能性在于,法律规范包含着相应的伦理精神,法律的强制力可以用来推行和维护一定的道德规范。针对我国当前道德建设中存在的问题,应采取加强立法与执法等措施促进道德建设,实现依法治国与以德治国的紧密结合。

As componets of the superstructure,both laws and morals are the important means of maintaining the social order and regulating the public's thoughts and behaviors.They relate to each other,complement each other and promote each other.The necessity of promoting morals with laws lies in that moral construction needs direction and support of laws;the possibility of promoting morals with laws lies in that the norm of laws contains corresponding ethical soirit and that the force of laws can be used to carry out and maintain certain standards of morals.For the problems existing in the current moral construction,measures in strengthening legislation and law enforcement should be taken to promote moral constructing and to realize the perfect integration between administering a country by laws and administering a country with morals.
