城乡建设用地增减挂钩综合监管平台研究与应用——以济南市为例

Research and Application about Comprehensive Supervision Platform on the Link of Urban Construction Land Increase and Rural Residential Land Decrease

本文在深入研究城乡建设用地增减挂钩业务基础上,制定了业务监管指标体系和数据库标准,研究并设计了综合监管模型。采用面向服务(SOA)的架构,应用GIS、ETL、移动安全等多种技术,研发了增减挂钩项目管理信息系统和移动应用平台,实现了增减挂钩项目的内外业一体化协同监管,有效提升了业务管理水平。

In this paper, we have made an in-depth study of the Link of Urban Construction Land Increase and Rural Residential Land Decrease in the business, based on the development of the business regulatory indicators system and database standards, research and design a comprehensive regulatory model. Using the service oriented（SOA） architecture, application of GIS, ETL, mobile security and other technologies, research and develop the project management information system and mobile application platform, to achieve a change in the internal and external integration of the project management and coordination, effectively improve the level of business management.
