文化与制度因素对政府质量感知的影响研究——基于中国大陆与中国台湾地区的比较

The Impact of Cultural and Institutional Factors on Perceived Quality of Government:A Comparative Study of China's Mainland and Taiwan

政府质量感知是公众对政府制定、执行政策,提供服务能力的主观感受,本文试图探索文化因素和制度因素是否对政府质量感知有影响。使用2010—2012年亚洲晴雨表(东亚民主动态调查)数据,从微观层面对影响中国大陆和中国台湾地区(正文简称"台湾地区")公众政府质量感知的文化及制度因素进行分析。研究发现,文化因素和制度因素均对中国大陆和台湾地区公众感知政府质量有一定影响,其对两岸公众感知政府质量的影响存在差异。民主程度与儒家文化观念共同作用于两岸公众对政府质量的感知,但二者对大陆的影响力更大。

The citizens' perception of government quality is their attitudes towards a government's capacity of formulating and implementing public policies,and delivering public services. The purpose of this paper is to explore the extent to which cultural and institutional factors as explanatory variables have influence on the perception of government quality. A comparative analysis of China's Mainland and Taiwan,using data from Asia Barometer Survey 2010-2012(provided by East Asia Democratic Studies). This paper examines the cultural and institutional factors' influence on the perceived quality of government in China's Mainland and Taiwan. The results show that cultural and institutional factors have some influence on the perceived quality of government in two areas,but play different roles in other two areas. The perceived degrees of democracy and Confucian values account for public's perception of the quality of government,but these two variables exert a greater influence on the mainland. The key limitation of the study is that it explores the related factors of government quality and their interpretation solely from the micro level. But need to recognize that the quality of government is not simply equated with the perceived government quality. If in the future to better integrate macro and micro data,and to perfect the measurement of government quality,may enable it to better analyze cultural and institutional factors on the quality of the government and their explanatory power. Expanding on the previous research of examining influencing factors of government quality,this study combines cultural and institutional dimensions to explore their influence and their explanatory power. It reveals that both cultural and institutional factors have some influence on the perceived quality of government and studies which insisted cultural homogeneity to ignore cultural influence have flaws.
