基于PV-GPG理论框架的政府绩效损失研究——以鄂尔多斯“煤制油”项目为例

Performance Loss Analysis based on PV-GPG Framework:Taking the Coal-to-liquids Project in Erdos as an Example

鄂尔多斯"煤制油"项目是我国1970年代末国家层面酝酿并决策实施的一项大型公共项目。该项目在承载和实现国家能源战略目标、带动地方经济发展等核心诉求的同时,也引发了生态环境恶化、危及地方牧民饮水安全的社会冲突问题。本文试图从绩效损失的视角对该项目存在的问题进行反思。首先根据现实的观察提出了绩效损失问题,并对绩效损失的概念体系和概念发展演变进行了梳理;其次提出了基于"社会系统-政治系统-政府战略系统"互动关系的绩效损失分析框架;最后采用探索性的单案例研究方法,对现实中的绩效损失问题进行了分析。本文根本的研究目的在于从建构主义的历史观对现实中的绩效损失表现和形成机制进行分析,希望通过本文的研究能够引发学者和实践者对绩效损失的思考。

The Coal-to-liquids project in Erdos is a large project that national government conceived and decided to implement in the late1970 s. It not only bore core aspirations,such as achieving national strategy goals and promoting economic development,but also caused some social conflicts,such as environmental degradation and the insecurity of drinking water for local herdsmen.The paper tries to rethink the problems existing in the project from the perspective of 'performance loss'. It first discusses the concept system and the concept evolution of performance loss;then proposes an analytical framework regarding performance loss based on the interaction between 'social system,political system and government strategy system';finally uses the Coal-to-liquids project as a case to analyze the performance loss problem in reality. The purpose of the paper is to analyze the manifestation and formation mechanism of performance loss based on the historical analysis of the constructivism. It is hoped that the paper can trigger the further thinking about performance loss.
