我国畜牧业环境污染治理的思考与对策

Management of pollution caused by animal wastes-consideration and countermeasures

文章在分析了我国畜禽养殖生产废弃物的污染现状基础上,深入分析了导致养殖业污染的原因,包括养殖废弃物处理设施建设缺乏投入,养殖业与种植业的分离是造成养殖生产废弃物污染的关键因素,养殖业规划布局不合理,畜禽养殖废弃物处理与利用技术脱节,缺乏健全的污染防治法律法规体系等。提出了重视养殖业的公益性属性,建立环保设施建设基金;重视顶层设计,支持养殖业与种植业的"相向回归";以载畜量为指导,科学规划养殖业布局等措施。

The pollution caused by the wastes from animal production has been reviewed. The policy and technical reasons related to the formation of pollution were summarized and discussed, such as that lack in the waste treatment facility, separation of crop farming from animal production, the unreasonable distribution of animal production and higher stock capacity, the unmatched waste production and management, be short of supporting policy related to waste and manure management. The characteristic of commonweal in animal waste treatment and management has been stressed. The top level design should be made by the government to promote the recombination of crop farming and animal production. Within a district, reasonable planning in animal production could be achieved by using stock capacity as an important method.
