探索开展“三权分离” 完善林权流转体系——重庆市永川区开展集体林业综合改革试验示范纪实

Explore Separation Improving the System of Forest Right Circulation——Reform of Collective Forestry Comprehensive Experimental and Documentary of Yongchuan District

在集体林权制度主体改革基本完成的基础上,积极开展森林资源流转、完成森林分类经营改革、简化林业行政审批程序、推进林权抵押贷款、开展森林保险试点、建立健全林权纠纷调处机制等6方面配套改革。为进一步深化集体林权制度改革,做好综合改革试验示范工作,对集体林地实行"三权分离",建立灵活有序的流转体系,探索公益林管理经营机制,完善森林保险制度,建立林权流转机制和制度。现已取得阶段性成效,确定下一步工作:推进"三权分离办证";完善各项制度办法;推进林权交易体系建设;推进森林保险制度试验。

Collective forest right system reform was basically completed, on the basis of this, actively carry out supporting reforms such as forest resources circulation, issuing forestry classified management; simphfy the forestry administrative examination and approval procedures; promote the forest right mortgage： carry out pilot forest insurance; establish and improve the forest rights dispute mediation mechanism. For further deepening the reform of collective forest right system to do comprehensive experiment and demonstration work, to practice the ＂separation of three powers＂ of collective forest land （forest land ownership, contract right, operation right） to establish orderly circulation system reform, explore the public welfare forest management and operation mechanism; improve the system of forest insurance, build system of forest right transfer mechanism. Now it has achieved results, determine the next step of work in order to promote ＂separation of three powers registration＂, improve the system, promote the forest right trade system, promote forest insurance system test.
