放活林地经营权 打造林改示范区

Allowing Flexibility Forestland Management Afforestation to Demonstration Area

湖南省浏阳市是湖南省重点林区,从2007年开始试点集体林权制度改革,全面明晰了林权。近年来,以农村改革试验示范区建设为平台,不断深化集体林权制度改革,采取"三权分离"、完善林业市场要素、培育新型林业经营主体等改革措施,进一步放活林地经营权,为林业发展夯实了坚实的基础。

Liuyang is a key forest zone in Hunan province. Since 2007, Liuyang began to pilot the collective forest fight system reform, fully clear the forest fight. Reform experiment demonstration area construction in the rural areas in recent years, as the platform, Liuyang continue to deepen reform of collective forest fight system, take the ＂separation of powers＂, perfecting the market factors, foster the subject of new forest management such as forestry reform measures, further allowing flexibility of management of the forest, to consolidate the solid foundation for development of forestry.
