恩施市在坚持家庭承包经营长久不变的基础上,就集体林地所有权、承包权、经营权"三权分离"、林业社会化服务体系建设、森林保险及公益林管理经营机制4个方面进行试验示范。针对存在的主要问题提出了解决的办法,破解阻碍林业发展的体制机制问题,力争为全国林业综合改革提供范本。
