2014年11月,巴中市巴州区获批为"全国第二批农村改革试验区",深化集体林权制度改革是14项改革试验任务之一。经过一年来的改革试点,取得了主体改革全面巩固完善,配套改革持续不断深化,推进改革性保障,放活经营权等初步成果,同时也遇到一些难题和障碍,需要积极探索,大胆创新突破,解决制约改革发展的难题。

In November 2014, Bazhong Bazhou area approved as the second batch of national rural reform experimental zone, deepening the reform of coUective forest right system reform is one of 14 test tasks. After a year of reform, Bazhong has obtained initial results such as the main body reform consolidate, supporting reform continuously mining, and promote the sensibility, allowing flexibility management, but also encountered some problems and obstacles, to actively explore, bold innovation, to solve the problems which restrict the development of the reform.
