河南省栾川县林业局2015年2月被确定为国家级集体林业综合改革试验示范区。在林权流转过程中,"回头看"活动已形成长效机制,促使林权流入方先后投资总额达8亿以上。示范带动,助推林业新型经营主体发展;强化仲裁,把林权纠纷消灭在基层;扶持引导,强力推进林下经济发展。栾川县林业局在"林权服务体系、财政扶持制度、金融支持制度、林权流转机制和制度4个方面进行积极的探索,力争破解制约林业发展的体制性障碍。
Luanchuan county in Henan province forestry bureau was identified as national collective forestry comprehensive reform experiment demonstration area in February 2015. In the process of forest right circulation, the ＂look back＂ has formed a long-term mechanism; make the forest fight total investment of more than 800 million. Demonstration, boosting new operators to forestry development; strengthen the arbitration, and at the grass-roots level to destroy forest rights disputes; undergrowth support guide, promote economic development, to carry on the positive exploration of four aspects such as the forest right service system, financial support system, the financial support system, and the forest right transfer mechanism, in order to restrict systematic obstacles for the forestry development.
