The problem cannot be solved without relevant international laws and regulations, international cooperation and adherence to the principle of equity and mutual benefits. When necessary, negotiation could be held or ever a lawsuit could be filed to the International Court of Justice in the Hague, Holland in order to determine the ownership of national archives. Proper solution of this problem contributes to protecting the integrity of each country＇s archives, defending the national interests and legitimate rights of its legal owners. It is also conducive to protecting and promoting world peace.
