摘要
新加坡、日本与韩国是我国的东亚近邻,在公务员考核制度的发展过程中,各国均进行了不同程度的改革和创新,形成了以提升公共服务和反腐为目标的新加坡公务员考核制度、以自律为基础的日本公务员考核制度、以目标管理为核心的韩国公务员考核制度。本文运用制度分析法对新日韩三个国家进行比较研究,研究发现,三个国家均重视对公务员的分级分类和平时考核,注重考核方式方法和流程的创新,善于吸收利用国外经验。由于发展环境的差异,三个国家也形成了各自的考核特点,新加坡注重对公务员日常行为的考察,日本注重考核过程和结果的公开透明,韩国注重考核结果的反馈和使用。总结新日韩三个国家经验,对于推动我国公务员考核制度的完善与发展具有重要的现实意义。
Singapore,Japan and Korea are the East- Asian neighbors of China.During the development of civil servant assessment system,these three countries have made varying degrees of reform and innovation,which have formed the Singaporean system whose goal is public service improvement and and- corruption,the Japanese system based on self-regulation,the Korean system whose core is MBO.This article researches on Singapore,Japan and Korea by using the analysis method of institutionalism and comparative study.The research reveals that these three countries all focus on civil servant classification and daily assessment,and they pay attention to the innovation of assessment method and procedure.They are also good at absorbing and exploiting foreign experiences.Due to the differences in the development environment,three countries have formed their own assessment features.Singapore focuses on the daily actions assessment of civil servant.Japan values the openness and transparence of assessment process and results.Korea emphases on the feedback and utilization of assessment outcome.In Summary,Japan and Korea has great practical significance for promoting the development and improvement of the civil servant assessment system in China.
