摘要
从教育大国迈向教育强国的过程中,我国的教育在管理、办学、评价方面的权限关系及运行状态呈现出新的特点,急需从理论、实践和路线上聚焦问题求索答案。推进教育管办评分离是重启教育改革议程的时代诉求,是深化教育领域综合改革的核心命题,是构建现代教育治理体系的必然选择。教育管办评分离改革路向,需要着力解决好顶层设计、简政放权、社会参与、督评对接、购买服务、政府统筹、政策衔接、互动共治等八大问题。
In the process of developing education, there have been new trends in the management, operation and evaluation of education, and there are new problems that have to be dealt with in both theory and practice. Separating management, operation and evaluation of education is imperative in the current reform that aims to keep abreast of current world education development and to construct modem mechanisms for education in the three aspects. In the separation, close attention has to be paid to eight issues, namely, government strategy, university autonomy, social participation, coordination between assessment and supervision, government guidance, policy consistence, and collaboration between universities.
