教育起点公平的制度伦理性探究

An Ethical Study of Systems for Educational Initial Fairness

教育起点公平是指受教育权利的平等,它既是人的发展起点,更是社会公平的基础。本文通过对当前农民工子女教育起点不公平现象进行制度伦理审视,认为必须站在教育制度之善的角度,整治教育招生制度以保障受教育的要求权,改革教育财政制度以保障受教育的福利权,创新管理运行机制以保障受教育的优质权。

Educational initial fairness refers to the equality of educational rights for people, it is not only the starting point for people＇s development, but also the foundation for social justice. By an ethical review of the initial eduactional unfair phenomena among migrant children, we think that only by starting from goodness the education system can we remedy the enrollment system to ensure the requirement of education, reform the financial system to ensure the welfare rights of education, and innovate management mechanism to guarantee the better education.
