摘要
我国社会组织的发展经历了曲折的历程,在这一过程中国家从现实出发对社会组织进行管理和促进发展,体现出不同阶段性的管理特征,即"策略—战略—发展观"的梯次发展模式,每一个阶段皆衍生出多层次、多阶梯性的发展路径,形成一个"枝繁叶茂,纵横交错"的树型结构图。历史经验教训告诉我们,在社会组织的管理发展模式上,必须遵循历史发展规律,符合我国国情政情实际,尊重社会力量的自我更生。未来我国对于社会组织的管理发展应该基于历史经验积累,沿着已有历史发展路径,综合平衡各种社会政治影响因素,进行不断创新发展。
The development of social organizations in China has experienced a tortuous course,in which the government has tried to improve their management and promote their development according to the reality of China with a staged feature,namely a"tactic-strategy-development view"mode. Each stage leads to multi-level development channels like a tree diagram. The historical experience and lessons reveal that the management mode for social organizations must follow the law of historical development,in line with the political and national conditions of China,and respect the self-renewal of social forces. In the future,the management and development of social organizations in China should draw historical experience and lessens,follow the course of historical development,and take all socio-political factors into consideration with more innovations.
