农村新型城镇化进程中的地方政府行为

Research of Local Government Behavior during the Process of Rural New Urbanization

新型城镇化,是我国调整经济结构、转变经济增长方式、破解"三农"问题的必由之路。在这一进程中,地方政府的规划、引导与扶持作用至关重要。然而,在我国部分地区农村新型城镇化推进过程中,地方政府存在着"举‘新型城镇化’旗,走‘传统城镇化’路"的现象。因此,解析农村新型城镇化进程中所遇到的困境,理清地方政府在农村新型城镇化中的角色定位,充分发挥地方政府的引领作用,是一个迫切需要解决的认识和实践问题。在农村推进新型城镇化进程中,地方政府应该尊重民意、科学规划、统筹安排、顺势而为,使其成为一个自然的历史过程。

New urbanization is the only way to adjust economic structure,transform the mode of economic growth and tackle problems concerning agriculture,countryside and farmers. The planning,guidance and support of local governments are very important during this process. However,during this process,some local governments still promote traditional urbanization beneath the disguise of new urbanization. Therefore,in order to solve the problems,to identify the role that local governments play and to give full play to government guidance during this process are the issues that need to be tackled urgently. During this process,local governments should respect public opinion,make plans scientifically and coordinate arrangements. Going with flow,the local governments try to make new urbanization a natural historical process.
