干旱区农业水资源利用与环境经济协调发展研究以张掖市节水型社会建设试点为例

Research on Coordinated Development among Agricultural Water Resources Utilization,Environment and Economy in Arid Area——A Case Study of Construction Pilot of Water-saving Society in Zhangye City

甘肃省张掖市是我国水利部确定的全国第一个节水型社会建设试点市,甘州区、临泽县和高台县作为张掖市的内部试点,研究这三个区域的农业水资源利用与环境经济协调关系具有一定的典型性和代表性。采用主成分分析方法对研究区的农业水资源利用与环境经济相关指标进行分析,并根据协调发展度模型对协调发展状况进行评价。结果发现,1999—2010年甘州区、临泽县和高台县三个地区的协调发展关系虽然逐渐改善,但仍处于初级协调阶段或勉强协调阶段,且协调发展度均在0.7以下,特别是位于甘州区和临泽县下游地区的高台县,其协调程度相对较弱。

Zhangye City of Gansu Province was identified as the Chinese first construction pilot of water - saving society by the Ministry of China＇ s Water Resources. Ganzhou District, Linze County and Gaotai County were the inner pilot of water - saving society in Zhangye City. Therefore, it was typical and meaningful to study the coordinated development relationship among agricultural water resources utilization, environment and economy. This paper employed the principal component analysis method to analyze the indicators about agricultural water resources utilization, environment and economy, and evaluated the degree of coordinated development according to the model of the coordinated development degree. The results were found that the degree of coordination of the three regions were gradually improving in general, but it was still in the initial stage of coordination or in the strained stage of coordination with all coordination degree under 0.7, especially Gaotai County which located in the downstream of Ganzhou district and Linze County, and whose degree of coordination was relatively weak.
