摘要
西部地区要实现跨越式发展,与全国同步进入全面小康社会,人才培养机制的创新是关键性突破口。但当前西部地区社会经济的滞后与人才匮乏问题之间已经形成了一种互为因果的非良性循环状态。西部地区作为集边疆、民族、贫困、高原山区、革命老区交集叠加的欠发达地区,人才资源极其匮乏。为此,要打破西部地区的贫困落后的非良性循环,必须以人才培养机制的优化为突破口,切实加快西部地区人才工作力度,建立健全人才培养机制,为西部地区的跨越式发展奠定人才资源基础。
Innovation of talent fostering Mechanism is critical if the western regions want to achieve leapfrog development and enter a comprehensive well - off society together with other areas of the country. However, these areas are the less developed as a intersection of frontier, minority, poverty, mountainous plateaus and old revolutionary bases, and talent resources are extreme- ly scarce. In fact, the social economic and cultural backwardness and the shortage of talents here have become a mutual causa- tion of vicious circle. To break the virtuous circle of poverty and backwardness in the west, we should begin from optimizing the talent training system, effectively speed up the work of talents cultivation, and establish and improve the training mechanism, so as to lay the foundation for the development of the western regions' leap forward development.
