摘要
本文以《云南省教育事业发展"十二五"规划》的教育指标为范本,构建检测与评估模型。文章通过回归分析发现云南省"十二五"规划期间对教育指标设定了较高的目标,届时达成率不高,提出在未来的教育事业指标的制定中,应结合科学的统计学方法,综合经济因素、人口因素、教育设施因素、政策因素等因素的影响,根据云南省的教育实际发展情况,制定科学合理的教育事业发展目标。同时,在规划目标实施的过程中可以进行动态评估,及时调整相应目标,使得事业指标的目标更具指导性和前瞻性。
It has a certain practical significance to evaluate the educational development indicators in each province at the end of the Twelfth Five - Year Plan. For this purpose, we take the indexes of the Twelfth Five - Year Plan for education of Yunnan Province as a sample and build a model of of assessment and evaluation. Through regression analysis we find that the goals of Yunnan Province are relatively higher, resulting in low rate of attainment. Thus it is proposed that in the draft of future bench marks of educational development, goals to be set up should be scientific and rational and in line with the authentic educational development of Yunnan province by applying more scientific statistical methods and taking the influence of economic, demo- graphic, educational, political factors into consideration. Besides, in the process of indicators implementation, dynamic evalua- tion can be conducted to adjust them promptly, so as to make them more instructive and foresighted.
