公安边防部队应急响应机制的建立主要取决于其执勤执法所面临的形势和担负的职责使命。面对现实中思想认识存在偏差,应急响应建设参差不齐;应急响应体系不完善,应急管理有待加强以及应急反应和处置能力亟需提高等问题,要认清形势,转变观念,着力强化应急响应建设的组织领导;优化预案,明晰权责,着力增强应急响应的针对性和实效性;强化指挥,突出实战,着力提升应急处置的能力和水平;健全制度,加强管理,着力丰富和完善应急响应体系;加强培训,强化技能,着力提升应急响应队伍的综合素质。

The establishment of the Chinese Peoples Armed Police Border Forces （The public security border forces） emergency response mechanism depends mainly on the responsibility and mission and the situation of the law enforcement. Confronted with the existing deviations in understanding thoughts, uneven construction of emergency response; the imperfect emergency response system and management model; and the low level emergency response and disposal ability, we should understand the situation clearly, change ideas and focus on strengthening of the construction of the emergency response organization and leadership; optimize plan, clear responsibilities and strive to enhance the pertinence and effectiveness of emergency response; strengthen the command, highlight the practical combat and improve the emergency ability and level; perfect system, strengthen management and make efforts to enrich and improve the emergency response system; strengthen the training, enhance skills and promote the overall quality of the emergency response team.
