摘要
通过1990-2010年中、美、日、德、英、法、俄、韩、加、澳等10国的数据,采取面板数据的研究方法,从技术的层面研究影响国家标准的要素,得出如下结论:技术对国家标准的发展是有正面影响的,其中研发对国家标准的贡献很大(有滞后期时研发的贡献稳定在1.0以上),专利也促进了国家标准的发展(有滞后期时专利的贡献为0.43-1.23);GDP、进出口贸易、FDI和生产中的高科技均对国家标准产生影响。在对10国进行比较分析后,得出如下结论:法、德两国的技术含研发和专利对国家标准的贡献为最好,中国排名虽靠后,但技术对国家标准的影响是显著的耳是正向的促进作用。
This article empirical research on relationship about technology and national standard, based on the panel data from 1990 to 2010 in China, United States, Japan, Germany, United Kingdom, France, Russian Federation, Korea Rep., Canada, and Australia. Its results show that fundamental influence of technology on national standard. The considerable contribution of the R&D to national standard is more than 1.0 with lag period. The contribution of the patent to national standard is about 0.43-1.23 with lag period. The GDP, Import and Export, FDI, High-tech in production have an influence on national standard, too. The analysis and comparison of 10 countries been shown that France's and Germany's influence of technology including R&D and patent are best. Chinese technology including R&D and patent contribution to national standards has always been a little but significant and positive role.
