国家级区域发展战略是否促进了地区创新?——以“黄三角”战略为例

Does National Region Development Strategy Promote the Region's Innovation?: Case of the Yellow River Delta Strategy

越来越多的区域经济规划上升为国家级发展战略,但有关这些战略实施的创新效应的认识仍然较为模糊且不完善。以黄河三角洲高效生态经济区("黄三角"战略)为例,采用2005—2013年的县级数据和Tobit回归模型对相关问题进行实证研究。结果表明,国家级区域发展战略的实施对地区创新存在一定程度的正向影响,但这一影响作用事实上并不显著。

More and more regional economic planning becomes the national development strategy. However, if the strategy＇s implementation has innovation effect for the region is still relatively vague and incomplete. This paper takes the Yellow River Delta Efficient Ecological Economic Zone （the Yellow River delta strategy） as a case study, uses 2005--2013 county level data and Tobit regression model to make an empirical research to the prob- lems. We find that the implementation of national region development strategy has positive influence on the re- gion＇s innovation, but this positive influence isn＇t significant. These conclusions have profound theoretical signifi- cance and revelation of reality
