整合与转型:从战略规划到战略管理——图情一体化进程中上海图书馆的战略管理实践

Integration and Transformation:From Strategic Planning to Strategic Management: Strategic Management in Shanghai Library(Institute of Scientific and Technical Information of Shanghai)

本文尝试用战略管理理论对上海图书馆与上海科学技术情报研究所自1995年10月合并20年以来的管理实践,特别是图情一体进程中发展理念和战略调整、实施的基本过程进行分析解读。本文认为上海图书馆(上海科学技术情报研究所)经过20年的探索,已经基本完成了从传统管理到战略管理的范式转型,战略管理思想和工具正逐步渗透到各项管理活动。本文提供了一个中国大都市研究型公共图书馆开展战略管理活动的案例。

This paper attempts to apply the strategic management theory to the subsequent shaping up of a readjusted strategic development policy for Shanghai Library after its horizontal merger with the Institute of Scientific and Technological Information of Shanghai （ISTIS） in 1995. It also tries to analyze and explicate such an empirical implementation of institutional reintegration process at Shanghai Library. The paper argues that the Shanghai Library （ISTIS）, after 20 years of exploration, has basically completed the paradigm transition from traditional management to strategic management, with the strategic management thinking and tools gradually penetrated into the management activities. By doing so, it aims to present an objective case study of the strategic management paradigm at a major Chinese metropolitan public library.
