Three Stages of Informatization Measurement

信息化测度的发展已经经历了三个阶段。第一阶段是20世纪60年代开始到90年代中期;第二阶段是20世纪90年代中期到2005年左右;第三阶段是2005年至今。讨论了每一阶段的技术与政策背景、测度理论与实践、总体特点,重点讨论了新一代信息化测度的特征。以一个精心设计的表格对三个阶段的特点进行了概括。

Informatization measurement has gone through three stages. The first stage is from the beginning of the 1960s to the mid-1990s; the second stage from the mid-1990s to about 2005; and the third stage from 2005 to the present. The paper discusses technical and policy background, measure theory and practice, general characteristics of each stage, focusing on the features of new generation of information technology measurement. In a well-designed table, the characteristics of the three stages are summarized.
