医药价格政策调整后某公立医院门诊业务量变化应对与思考

On a Public Hospital Outpatient Volume Change After the Medical Price Policy Adjustment

2015年4月1日,安徽省各大公立医院开始实行医药价格改革,笔者选择了安徽省某公立三甲医院3月份与4月份门诊的各项数据进行比较,结果发现:改革前后各月份的门诊业务量发生变化,突出表现为专家门诊挂号量下降15.5%,普通门诊挂号量上涨82.2%,部分科室普通门诊挂号量实现了从无到有的变化;门诊药费和就诊费用显著下降。医药价格改革和药品实行零差价,从当前看会促使医生转变门诊服务模式,发挥技术专长服务门诊就诊患者。从长远看会改变患者的就医习惯,使医疗资源得到有效配置,逐步实现分级医疗,促进卫生事业健康发展。

From April 1, 2015, the major public hospitals in Anhui province began to implement medical price reform. The author chose a top three hospitals in Anhui province in March and April to compare the outpatient data. It was found that the outpatient volume in months changed after the reform, showing that the expert outpatient service registration volume fell by 15.5% and the average outpatient registration volume rose by 82.2, The average outpatient registration volume in some departments realized the change from scratch. There was a significant reduction in the outpatient expenses for medicine and medical expenses. From the current look, the medical price reform and zero price policy will transform the doctors＇ outpatient service mode, making doctors give full play to their unique technical strengths for serving outpatient clinic patients. In the long run, the reform and policy will change the habits of patients, allocate the medical resources effectively, gradually realize the classification of medical and promote the development of public health.
