摘要
文章对2014年—2015年的新媒体管理政策进行了梳理,其主要特点有:我国的新媒体政策出台了重视媒介融合、版权、文化安全等新的举措,继续打击清理有害信息和不规范的营销活动;同时移动即时通信工具、视听APP、新闻客户端等新兴媒介形态成为重点治理对象;我国传媒规制的主体进行了重新整合,运动式治理依旧是主要治理方式。在未来,应当更注意政策的整体性、持续性、透明性,保护市场主体的合法权利。
The paper combs new media management policy in 2014-2015. It is found that China's new media policy introduce value media convergence, copyright, cultural security and other new initiatives, and continue to fight against and clean up harmful information, nonstandard marketing activities. Meanwhile, the mobile instant messaging tool, audiovisual APP and news APP become the focus of managed objects. Subject of media regulation in our country has been reintegrated; campaign-style governance is still the major method. In the future governance of the new media, we should pay more attention to the integrity, sustainability and transparency of policy, to protect market players' rights rather than blindly limiting rights.
