摘要
教育政策负向排斥有违于社会正义的价值追求,是弱势群体被排斥于公共教育受益之外的政策归因,具有相对性、能动性和动态性的特征,伴随着激化政策目标群体的矛盾和弱化政策制定合法性的社会风险。就政策运行的过程来看,教育政策需求的问题背景、问题诉求机制和决策过程都在不同程度上解释了弱势群体的教育利益受到政策负向排斥的原因。弱势群体的教育政策支持,需要保证教育政策不滞后于其他公共服务政策,并且以社会设计的方式将不同群体引入教育决策过程中。
The negative exclusion of education policy,which outrages our pursuit of social justice,is a result of excluding vulnerable groups from public education. They have three characteristics:relativity, initiative and dynamics, with the risk of intensifing the contradictions between the policy target groups and weakening the legitimacy of policy making. The main causes for this are as follows:the interest pattern in education field,the policy-making process and the situation of benefit expression of target groups. The support of education policy for vulnerable groups is based on education policy, which doesn’t lag behind other public policies and is designed by different groups.
