摘要
提高行政效率是行政治理的核心问题。通过对指标到校政策在某市执行的案例研究,可以发现一套以责任发包和目标考核为核心的教育政策执行激励机制已经形成,能保障政策的有效执行。然而,这一高效的政策执行激励方式建立在政策目标可量化的基础之上,对于那些目标难以进行衡量的非绩效型目标,例如教育公平目标,就会产生激励失效问题。因此,追求教育公平目标,需要寻求教育政策执行与激励更多的可能性。
Improving administrative efficiency is the core of governance. Through a case study of the policy of Quota allocation in a specific city, we find that a set of implementation and incentive mechanism of education policy has been formed,whose core is the responsibility distribution and the target assessmen. However,the effective execution of the policy could only be built on the quantifiable basis of policy targets. For the no-performance target, which cannot be measured,such as educational equality,the incentive would fail. To pursue the educational equality,therefore,it is essential to seek more possibilities concerning education policy’s implementation and incentives.
