土地权属管理是农村土地综合整治工作的核心,直接影响到农村土地综合整治工作的效率。当前,湖南省农村综合整治土地权属管理存在所有权主体模糊,确权难度大、农民土地综合整治意愿低、土地权属调整方案过程简单等问题,这直接关系到湖南省农村土地综合整治的健康发展。因此,为加强湖南省土地权属管理,提出完善法律法规政策体系、增强运作规范性等对策。
