The Development of a Strategic Partnership between India and the European Union and its Implications

冷战结束后,印度与欧盟重视在新的战略形势下的相互关系,在2004年宣布建设战略伙伴关系,并为进一步发展双方关系做出了很大的努力。尽管双方都认为相互之间的关系有很大的发展潜力,但由于历史原因和现实因素,双边关系的发展离双方的期望仍有很大差距,印欧战略伙伴关系在彼此对外战略中的地位仍然不高。双方一再强调价值观上的一致性,然而双边关系仍面临较大发展障碍。

Following the Cold War,India and the European Union placed greater importance upon their relationship within the new strategic context.In2004,they announced the establishment of a new strategic partnership,and took significant steps to develop the new relationship.While both sides feel that there are tremendous opportunities for the development of ties,a range of historical and practical factors have resulted in a significant gap between the development of the relationship and the expectations of the two parties.To present,the India-EU Strategic Partnership remains a low priority relative to the broader foreign policy strategies of the two parties.Both sides consistently emphasize their shared values,yet significant obstacles to the development of ties remain.
