基于多规合一的县域国土空间开发规划编制框架构建

A Framework of Territorial Spatial Development Planning Based on Multiple-Planning Integration

基于"多规合一"的思想开展县域国土空间开发规划编制框架的研究,对于创新县域国土空间管控机制,提高政府行政效能,实现国土空间集约、高效和可持续利用具有重要的实践价值。本文充分借鉴现阶段国内部分地区"多规合一"的实践探索取得的成果,以湖南省长沙县为范例,全面剖析现阶段多规的内涵、实施现状和存在的问题,试图提出县域国土空间开发规划编制的总体目标、基本原则和主要内容,构建编制技术框架,最后从技术、体制机制和法律三个层面提出规划实施的保障措施,以期为"多规合一"试点工作提供参考思路。

The study on the framework of terrirorial spatial development planning of county based on ＂multiple-planning intergration＂ ideology has important pratical value on innovating the mechanism of terrirorial spatial control, the improvement of governmental administrative efficacy and the realization of intensification, efficiency and sustainable utilization of terrirorial space. This paper, at first, made full use of the achievements from the exploration of ＂multiple-planning integration＂in some areas in China and took Changsha county, Hunan province as an example to roundly analyse the connotation, current situation and problems exsiting of multiple-planning. Then, based on these, the overall objective, basic principle and main points of terrirorial spatial development planning were raised and the framework was established. Finally, supporting measures on technical,institutional and legal level were put forward so as to give reference to＂multiple-planning intergration＂experimental work.
