义务教育阶段教师绩效工资政策实施的激励效应分析--以上海市P区教师调查为例 被引量:15

摘要 绩效工资政策在我国推行已有6年之久,教师对政策的认可度以及工作积极性是否得到充分调动值得关注。对上海市P区教师的问卷调查和深度访谈表明,绩效工资实施后,教师们认可度普遍不高,工作积极性及行为转变不大,甚至出现了激励负效应。因此,建议完善绩效工资配套改革,适时提升中小学教师基本工资的"国家标准",积极修正教师职业人格的"经济人"假设,健全教代会制度,创建公平民主的学校绩效管理环境。 Compulsory performance pay reform in our country has been implementedfor six years, teachers" recognition of policies and whether their enthusiasm of work is fully stimulated is worth attention. The questionnaire survey and interviews of junior middle school teachers in Shanghai P District show that teachers" acceptance of performance pay is generally not high, the enthusiasm and behavior change is not obvious, even the negative effect of incentive appears. It is suggested to improve the wage reform performance,improve the basic salary standardof teachers in primary and secondary schools, modify"economic man" hypothesisof teachers" occupation personality, perfect teachers" congress system, to create a fair and democratic management environment in school.
