政策调整中的社会稳定风险评估——基于南京市集体土地上房屋征收政策调整的实证研究

The social stability risk evaluation of the policy adjustment of houses expropriation: empirical research based on the policy adjustment of collective land housing in Nanjing citly

以南京市为例,建立集体土地上房屋征收政策调整中的社会稳定风险评估指标体系,对目前集体土地上房屋征收政策调整中容易出现危害社会稳定的风险作评估,为预防和解决房屋征收政策调整产生影响社会稳定的风险提供借鉴。通过问卷调查法、云模型等方法得出:南京市集体土地上房屋征收政策调整风险较小,但是仍存在引发社会不稳定的高风险因素,因此需做好风险防范措施。社会稳定风险评估在决策领域起到提高决策的严谨性、科学性,维护社会稳定,推动社会和谐、健康发展的重要作用。

Take the policy adjustment of collective land housing expropriation in Nanjing as an example,the paper establishes a risk assessment index system of social stability in the policy adjustment of collective land housing expropriation,evaluates social stability risk by adjusting the policy of collective land housing acquisition,to provide reference for preventing and solving the risk of policy adjustment of collective land housing expropriation affecting social stability. Using the methods of the questionnaire and cloud model,the paper gets the social stability risk in current collective land housing expropriation is smaller,but still exists high risk factors that causing social instability,so,we need to do a good job of risk prevention measures. The paper suggests the social stability risk assessment play an important role in improving more rigorous and scientific decision,maintaining social stability,promoting social harmony and healthy development.
