持续照护社区养老设施构成体系与其配建研究

STUDY ON THE COMPOSITION SYSTEM OF THE AGING SERVICE AND ITS SUPPORTING FACILITIES IN COMMUNITIES FOR CONTINUOUS CARE

持续照护社区需要构建实现全面连续、持续照护功能的养老设施体系,现有社区养老设施体系缺乏,无法达成持续照护目标。基于对持续照护社区涵义的解析、特征的归纳,本文提出以社区配套的公共服务设施为平台,通过增加为老服务项目,构建社区居家养老设施体系,并提出在社区内发展护理型机构养老设施。由此,构建社区居家、机构两大养老设施类型下12个配建项目的设施体系,以实现持续照护功能。继而,提出设施配建思路:项目配建上,构建社区养老基础条件,重点配建机构设施;数量配建上,提出总量配建目标和标准;配建方式上,分别采取整、增、改、扩等方式;空间布局上,居家养老设施结合社区中心统一布局,机构养老设施集中布置并与社区医疗机构建立服务网络关系。

A comprehensive and continuous system of aging service facility system is essential for continuous care community, which is lacked in such kind of community at present, so the goal of continuous care failed to be fulfilled. Based on a summary of the analyses on the connotation and characteristics of continuous care community, this paper suggests using the public service facilities of community as the platform to increase aging service items and set up the aging service facility system for home-based aging service; at the same time, related nursing service facilities should be developed within the community. Therefore, a facility system with 12 supporting items under the two types of aging service facilities, i.e., home-based and institutional, should be established so as to realize a continuous care. Then the suggestion on facilities construction is also put forward in the paper： on items, the fundamental conditions for aging service in community should be built up, with the emphasis being laid on constructing institutional facilities; on number, the total construction number and standards are suggested; on methods, renovation, increase, reforming and expansion should be applied; on spatial layout, the distribution of facilities for home-based aging service should be in combination with the community center, and the distribution of institutional aging service facilities should be concentrated and connected with medication institutions.
