全民阅读视阈下高校图书馆面向社会开放的立法思考

Research on the Legislation of University Libraries Opening to the Public from the Perspective Nationwide Reading Policy

文章针对当前高校图书馆对社会读者开放的法律现状,提出通过立法手段明确各级政府承担的财政拨款义务和高校图书馆担负的社会服务职责,并建立公益性图书馆的信息资源共享机制,以保障每一个公民的阅读权利得以实现。

The university libraries should open to the public so as to facilitate the policy. But the laws in reality are too vague and lack of enforcement. The governments should be obliged to appropriate special funds for the policy, and it also should be stipulated that university libraries open to the public and the library resources are shared with other public libraries so as to facilitate every citizen＇s right to reading.
