摘要
行政服务标准化建设是提升行政服务质量的一项重要新举措。在实际推行过程中由于忽视组织文化的作用,导致标准化建设囿于形式和内容,成效不佳。因此,行政服务组织应通过加强精神文化、制度文化、行为文化和物质文化的建设,为标准化建设奠定坚实思想基础,强化组织文化四层次建设对标准化建设的牵引与促进作用,提升制度化水平,提高标准化建设的自觉性、自主性、生动性和有效性。
The standardized construction of administrative services is an important new measure to improve the quality of administrative service. In the process of actual implementation,due to the ignorance of organizational culture, the standardized construction has poor results.Therefore, administrative service organization should strive to strengthen cultural construction at four levels: spiritual culture, systematic culture, behavioral culture, and material culture, so as to lay a solid ideological foundation for the standardized construction, and promote its institutionalized level.
