法治政府要求公开公正,要求政府高度透明,政府信息公开、透明政府及政府透明度等概念有助于认识和把握相关问题。与现代社会发展相伴的政府治理、市场主体决策和人际关系等问题,都需要借助政府信息来加以解决,但政府信息公开仅是单向度的信息释放,还需要社会、公民参与政府决策,以促进政府与社会良性互动;需要通过第三方来对透明政府建设状况进行评价。有必要建立和完善政府信息公开制度、公民参与政府决策制度及将第三方评价制度化等法律保障机制,以推进法治政府建设和提升政府透明度。

The government under the rule of law requires open and justice,in order to answer this requirement we can by these concepts of government information disclosure and degree of transparent government. The problems of governance,market decision making,and interpersonal relationship in the modern society to be solved should by means of government information,in order to promote the interaction between government and society,not only need government information disclosure but also need involvement into government decision making.,and evaluate the status of transparent by third party. In order to promote the rule of law and promote transparency of government building,we need to establish government information disclosure system,citizen participation in government decision making system and third party evaluation institutionalization
