This paper summarizes types and characteristics of new fisheries management subjects,and analyzes practical constraints from the micro-level.Research suggests that while development tendency of new fisheries management subjects is inevitable,the development thought needs to be clarified. New fisheries management subjects cannot be fostered at the cost of ordinary fishermen＇s interests,and it is important to insist on the principle of ecological priority.Meanwhile,it is vital to clarify the concepts and standards of new fisheries management subjects as soon as possible,to implement different policy support for different types,and resolve the problems of factor input.
