中法消防现状对比研究与启示

A Contrastive Study of the Status of Fire-fighting in China and France and the Inspiration

调研了解了法国消防的组织结构、管理体制、指挥机制、指挥员培养模式、人员管理模式、社会地位以及职能任务等七个方面的情况,并与我国消防进行了对比研究。借鉴法国消防发展成功经验,为我国消防事业建设提出了完善消防管理与指挥体系、改进指挥员培养模式、推进消防职能和力量发展及推进消防职业化建设的建议。

Seven aspects in fire- fighting of France were investigated and contrasted with that in China in terms of organization structure,management system,command mechanism,training of commanders,management of firefighter,social status,and the function. The success experience in France was learned,and four proposals were offered：to perfect our fire management and commanding system,to promote the professionalism of fire- fighting,to improve the mode of commander＇s training,and,to expand the functions and forces of fire- fighting.
