摘要
节能发电调度从制度上建立起了电力行业节能的长效机制,但是在现有标杆电价体系下的试点实施过程中遇到了利益分配不均的问题。为此本文基于现行电价体系,提出了政府或市场主导的电价调整机制,来实现电力企业间利益的合理分配,从而更好地推进节能发电调度的实施。
Although energy saving dispatch has established a long-term energy-saving mechanism for power industry, unfair distribution of benefits is encountered in the pilot implementation based on the current benchmark pricing policy of coal-fired power plants. In order to realize reasonable distribution among electric power enterprises and promote the implementation of energy saving dispatch, a tariff adjustment mechanism which is dominated by government or market is proposed according to the present pricing policy.
