摘要
高校人事制度改革的核心是聘任制改革,聘任制的落实在于退出机制的有效保障。当前,随着事业单位养老保险制度改革的推进,高校教师的退出问题已然成为高校人事制度改革的热点。从高校退出机制历史沿革出发,分析退出机制存在的问题,结合事业单位养老保险制度改革,提出了完善高校教师退出机制的建议。
The reform of appointment system is the core in the reform of personnel system in universities. Appoint- ment system cannot be implemented without a effective withdrawal mechanism. With the development of reform of social endowment system in public institutions currently, the withdrawal of university teachers has been the focus in the reform of personnel system in universities. This paper explains the problems existing in withdrawal mechanism by analyzing of the historical development of withdrawal mechanism in universities, and suggests ways to improve university teachers' withdrawal mechanism based on the reform of social endowment system in public institutions.
