摘要
对政策文本的分析是话语分析的一个领域。文章以新疆双语教育政策文本的分析为切入点,使用政策文本的话语分析方法,回溯新疆少数民族双语教育目标的发展历程,从实是、行动、评价、后果语句这四个基本变量角度,梳理不同时代政策文本中双语教育目标的特征及内容表述。文章认为新疆双语教育政策文本中双语教育目标的表述应需阐释"民汉兼通"核心内容与标准,使双语教育目标表述语清晰和可操作,完善双语教育目标表述中的评价与反馈。文章旨在为改进新疆双语教育目标表达提出思考与建议,使新疆少数民族双语教育政策更有助于指导双语教育理论和实践。
Policy text analysis is a field of discourse analysis. By analyzing Xinjiang bilingual education policy text using the discourse analysis method, this article reviews the change of bilingual education goals in Xinjiang minority ethnic groups in different ages. The features and expressions of these goals are furtherly summarized from four variables as objectivity,action, assessment and consequence sentences. This article also proposes that the nucleus and standards of learners who are fluent in both Han and their ethnic languages should be explained in the bilingual education goals of Xinjiang bilingual education policy text. It will make the expressions of bilingual education goals clear and operable and perfect the evaluation and feedback system of expressions in bilingual education goals. In addition, this article aims to put forward some thoughts and suggestions on improving the expressions of Xinjiang bilingual education goals. Therefore, it will make bilingual education policy in Xinjiang minority ethinic groups be more helpful to guide the bilingual education theories and practices.
