Strategic Considerations and Reality Appeals:Reflections of The Language Planning in China

近年来,语言问题逐渐进入国家战略视阈,语言学界开始从国家战略高度探究语言规划、外语教育政策和语言管理问题。文章阐述了语言规划的内涵和外延,围绕国家语言战略、国家外语能力、语言文化认同、和谐语言生活等话题,讨论增强语言规划战略意识的必要性以及现实诉求,并从提高语言意识、加强外语资源管理、增强语言文化认同、科学规范通用语言、加大汉语推广力度、注重理论研究和着眼语情调查相结合等方面,总结关于语言规划的六点思考,建议未来语言规划研究应具有战略前瞻性、现实针对性、学科融合性和方法灵活性。

Language has been in the view of national strategy in recent years. The linguistic academics have begun to explore language planning from the level of national strategy, and the issues of foreign language education policy and language management. This article explains the meaning and the boundaries of language planning, and discusses the need for strengthening awareness of language planning, and the reality appeals, from the perspectives of national language strategy,national foreign language capability, language and culture identity, and harmonious language and co-existence. It also summarises the six considerations of language planning in terms of improving language awareness, strengthening foreign language resource management, enhancing language and culture identity, scientifically standardising official language,increasing efforts to promote Chinese language, paying attention to the combination of theoretical research and attention to language reality checks. The paper suggests forward-looking strategy, relevance and mulita-disciplinary and flexible approaches for future language planning.
