Strategic Emerging Industries and the Mode of China's Technical Progress

摘要 为了探析战略性新兴产业发展对我国技术进步方式的影响,文章采用增长因素分析法和分类生产函数(Categorized Production Function,CPF)构建理论分析模型,依据《战略性新兴产业分类(2012)标准》和GB4754—2011行业分类构造了样本行业的战略性新兴产业权重系数,并利用2005-2010年我国制造业大中型企业的面板数据进行系数测算和实证分析。研究发现战略性新兴产业显著提高了企业内部研发创新活动对技术进步方式的贡献,具有减弱实物资本的"干中学"效应和公共技术的外溢作用的倾向。战略性新兴产业的发展将有助于改变当前我国体现式技术进步方式占主导地位,研发创新方式的技术进步严重不足的局面。 In order to understand the impact of China's strategic emerging industries on the technical progress mode, this article uses the growth factors analysis approach and categorized production function to construct the theoretical model. Based on 《Strategic Emerging Industry Classification Standards (2012)》and GB4754-2011 industries classification standards, the article designs the strategic emerging industries weighting coefficients, and use the 2005--2010 panel data of large-and-medium-sized enterprises in China 's manufacturing industries to estimate coefficients and make empirical analysis. It finds that on one hand, China's strategic emerging industries weaken the learning by doing effect of physical capital and capital embodied technological progress, on the other hand they significantly enhance the internal R&D innovation technological progress. Thus strategic emerging industries can be helpful to change China' s current mode of technological progress that capital embodied style dominates with a serious shortage of R&D.
