新型城镇化是全面建设小康社会实现中华民族伟大复兴中国梦的必然要求。小城镇的建设发展在新型城镇化中具有重要的地位和作用。小城镇建设发展是历史的必然,小城镇的历史文化遗产保护是我们的责任和义务,也是目标。"十三五"期间,要用新的理念引领,妥善处理好小城镇的建设发展和历史文化遗产保护之间的相互关系,在发展中实现保护,在保护中促进发展,直面问题,破解难题,让人民群众共享小城镇建设发展和历史文化遗产保护的成果,以造福于民众,造福于子孙后代。

New patterns of urbanization is the necessary, reqnirements for consmlcting the well-off sodety to realize the Chinese dream of the rejuvenation of China. The development of small towns has a significant pod6on and fimction in the urbanization. Small towns development is the hisrorical inecvitability ;rod their histofical and culrural heritage is our responsibility, obligation and objective, hi order to face the problems and solve the problems which would make people and our offsprings able to share benefits of development of small towns as well ：as protection ofhistoficai and cultural heritage, the new ideas should be directed and the relation between construction of small towns and protection of historical and cultural heritage are required to be well dealt with to realize protection ,and development in the way of mutural promotion.
