摘要
本文基于江苏省徐州、淮安、泰州、南京四市191个非试点村332户家庭农场的问卷调查,采用Logistic模型,实证检验了家庭农场对农地经营权抵押贷款的潜在需求。研究结果表明:家庭农场对农地经营权抵押贷款存在强烈需求。受教育程度、耕地规模、毛收入水平、经营年限、利率水平、银行提供针对性金融产品种类、与信贷员熟悉程度、支农资金财政担保情况、政策性农业保险参与情况和信用评级情况对于家庭农场农地经营权抵押贷款的潜在需求存在不同程度的影响。并提出加大推进农村土地经营权抵押贷款的试点范围,针对家庭农场主个性化特征设计不同的农地经营权抵押产品,提高农业保险覆盖率以及建设信用体系和健全产权交易市场等政策建议。
This paper is based on a questionnaire survey of 332 household farmers in 191 non- experimental villages in four cities of Xuzhou,Huai'an,Taizhou and Nanjing in Jiangsu Province,and empirically analyses the household farmer's potential demand of rural land management right mortgage with Logistic Model. The results shows that there is a strong demand in rural land management right mortgage loans among household farmers. The educational background,cultivated land scale,gross income level,operations duration,interest rates,targeted financial products that banks provide,familiarity with the loan officer,the financial guarantee situation of fiscal fund for assisting agriculture,the status of participating in policy- oriented agricultural insurance and the situation of credit rating all have different influences to different levels on the potential demand of rural land management right mortgage for household farmers. Therefore,this paper puts forward that the scope of statutory license for rural land contractual management rights mortgage can be extended. In addition,the bank should design a variety of financial products for family farmers with different characteristics. Finally,the government should be committed to improve agricultural insurance coverage,establish credit system and perfect the market system of property right.
