建设全年龄段共享的美好社区——“美丽杭州”行动规划之服务均等行动编制探索

BUILDING A GOOD COMMUNITY FOR ALL AGES:EXPLORATION ON PLANNING OF EQUAL SERVICE ACTION IN "BEAUTIFUL HANGZHOU" ACTION PLAN

实现基本公共服务均等化、营造美好社区生活,是"美丽杭州"建设的关键一环。针对杭州公共服务设施建设中存在的资源有限、服务不均等和难以共享的问题,以为全年龄段社区居民服务为目标,以旧区和新区对公共服务设施的不同需求为研究方向,从设施共享与共建、设施空间挖掘、设施改善与增容等方面,探讨了旧区推进的行动措施;从设施先建与共建、设施综合化设置、优质资源跨区发展等方面探讨了新区推进的行动措施。以现实社区为例,提出可操作性的具体的提升措施,保障行动效能。

To achieve the equalization of basic public services and create a better community life is a key part of the construction of ＂Beautiful Hangzhou.＂ Regarding the problems existing in Hangzhou＇s public service facilities such as limited resources, unequal distribution, and difficulty in sharing the services, this paper takes the service for all-age community residents as the goal and the different demands for the public service facilities by old and new communities as the study direction, and discusses the action measures for improvement in old communities from perspectives including facilities sharing and co-construction, spatial exploration of facilities, and facility improvement and expansion, etc. It also analyzes the action measures for new communities in aspects of the facilities to be built first and built jointly, the integral design of facilities, and the trans-district development of high-quality resources. Moreover, the paper takes the existing community as an example, and puts forward concrete and operable improvement measures to guarantee the effectiveness of the action.
