控制性详细规划实施评估报告编制方法初探

A STUDY ON THE COMPILATION METHODS FOR REGULATORY PLANNING IMPLEMENTATION EVALUATION REPORT

控制性详细规划(以下简称控规)是城乡规划管理的法定依据。定期就控规实施开展评估,既是《城乡规划法》的要求,也是应对发展现实、及时改进规划的需要。本文结合杭州市的经验,提出控规实施评估报告编制的方法,对评估对象进行了界定,总结常用的评估分析方法,阐述了影响控规实施的内外部因素,并提出控规编制、控规实施中的问题,归纳了控规实施评估报告的主要内容。最后,对资源最大化利用与城市品质的关系、保障公益性设施用地的落实、指标的量化等主要问题进行了深入探讨。

Regulatory plan is the legal basis for urban and rural planning management. The periodic assessment on regulatory planning implementation is not only the requirement of the Urban and Rural Planning Law, but also the need to meet the development and to improve the plan in time. With Hangzhou City as an example, this paper puts forward the compilation methods for the regulatory planning implementation evaluation report, defines the evaluation objects, and summarizes the commonly used evaluation analysis methods. In addition, it elaborates the internal and external factors that affect the regulatory planning implementation, points out the problems of the regulatory planning compilation and implementation, and sums up the main content of the regulatory planning implementation evaluation report. Finally, it makes an in-depth exploration on the following major problems, including the relationship of resource utilization and city quality, the implementation of public welfare facilities, and the quantification of indicators.
