生化灾害危机与本土社会工作发展的新议题

Biological Disasters Crisis and New Issues on the Development of Local Social Work

社会学视野的灾害危机研究一般局限在自然灾害领域,由此而发的国际灾害社会工作服务也主要积累于自然灾害方面援助的实务经验。自2008年汶川大地震发生以来,中国大陆出现了多次重大的自然灾害,社会工作实务界藉此充分发挥专业优势主动介入,在发展了本土灾害社会工作实务的同时为协助灾区重建做出突出贡献。2015年4月,福建省古雷石化基地PX项目发生爆炸;8月,天津瑞海国际物流公司危化品发生爆炸,周边民众遭受到前所未有的生化威胁,引发重大恐慌。生化灾害危机的出现催生了本土社会工作实务发展的新议题与新探索。社会工作可以在生化灾害危机发生的预防、引导、恢复等方面发挥重要作用。

Disaster research by the view of sociology generally focuses on the field of natural disasters, and social work service of international disaster is mainly accumulated in practice experience of natural disaster aid. A lot of major natural disasters have occurred in China since Wenchuan Earthquake in 2008, and social work has given full play to their professional advantage and active intervention, not only in making outstanding contributions to help reconstruct the disaster area but also in developing the local disaster social work practice. The PX project in Gulei Petrochemical Base in Fujian Province blast in April 2015, and people suffered unprecedented biochemical panic and threat around on the ground. Social work in biological disasters crisis can play an important role in prevention, boot, recovery and etc. Therefore, there arise new issues and new exploration of the development of local social work practice.
